Personal effects import regulations
Free import: for personal use only, for passengers of 18 years or older (holders of Hong Kong Identity Card must have spent 24 hours or longer outside Hong Kong):
– 19 cigarettes or 1 cigar (or 25 grams of cigars) or 25 grams of other manufactured tobacco;
– no limit for wine and liquor below 30% vol;
– 1 liter of alcoholic liquor above 30% vol;
Passengers in direct transit via Hong Kong: no limitation on the amount of dutiable goods.
Prohibited without license:
If entering Hong Kong:
All arms and ammunition (incl. imitation and replica) require an import license or permit obtained prior to arrival.
Prohibited: all lethal weapons and stunning devices.
If transiting Hong Kong:
A proof of legal carriage of arms and ammunition is required (e.g. import permit for destination country, license, invitation letter, export permit).
Prohibited: stunning devices.
License is required for endangered fauna species, alive, stuffed and parts thereof.

Animal products must be transported as manifested cargo and a permit issued by the Agriculture, Fisheries and Conservation Department must be obtained before departure.
Free export of reasonable quantities of tobacco products and alcoholic beverages.

Import permit and quarantine permit (where applicable) obtained prior to travel is required for all pets. Dogs and cats also require a Certificate of Health for the animal signed by an official Government Veterinarian of the country of origin, dated not more than 14 days before the date of departure.
Pets must be shipped as cargo covered by an airway bill.
Disability Assistance Dogs (DAD) or Service Guide Dogs are permitted to travel in the cabin as manifested cargo only and are exempt from quarantine.
Prior written approval issued by the Agriculture, Fisheries and Conservation Department, in addition to a Special Permit and other relevant animal health documents are required.

Quarantine: Cats and dogs will be kept in quarantine for max. 6 months. However, quarantine period may be reduced depending on country of origin and if holding:
Quarantine period:
Warning: Airlines may be required to re-export any animal imported without an import permit. A permit is not required in case of direct transit by same aircraft, and animals, including birds can be transported as baggage. In case transhipment is involved (i.e. change of aircraft in Hong Kong) a transit permit is required, and the animal must be sent as manifested cargo. If pets belong to the endangered species they must be accompanied by a license, permit, certificate or other acceptable document for export, issued by the relevant authority of exporting country. The Agriculture, Fisheries and Conservation Department must be notified at least 3 working days prior to arrival of the animal in Hong Kong.
Baggage is cleared at Hong Kong International Airport.
Exempt: baggage of transit passengers can be labelled to the final destination if the onward flight is within 24 hours.
Currency Import regulations:
No restrictions on local currency (Hong Kong Dollar-HKD) or foreign currencies.
Currency Export regulations:
No restrictions on local currency (Hong Kong Dollar-HKD) or foreign currencies.

Passengers who have been in or transited through Brazil, India, Ireland, Pakistan, The Philippines, South Africa or the United Kingdom
The HKSAR Government has a four tier classification system that governs the pre-departure and documentation requirements for entering Hong Kong:
Passengers who have stayed in or transited through Brazil, India, Ireland, Pakistan, The Philippines, South Africa or the United Kingdom for less than two hours in the past 21 days

Passengers who have stayed in or transited through Bangladesh, Belgium, Canada, Egypt, Ecuador, Ethiopia, France, Germany, Indonesia, Kazakhstan, Nepal, Romania, Russia, Switzerland, Turkey, Ukraine, United Arab Emirates or the United States in the past 21 days
Passengers who have visited any other places outside of the Chinese mainland, Hong Kong, Macao or Taiwan in the past 21 days and are not named in Group A, Group B or Group D.
A test report issued by a laboratory or healthcare institution that contains the passenger’s name identical to that in his/her valid travel document to show that:
The test report must be written in either English or Chinese and can be presented in paper or electronic format If the test report above is not in English or Chinese or does not contain all the above mentioned information, it is acceptable to present a written confirmation, in English or Chinese, issued by the laboratory or healthcare institution that contains the following information:

Please note that if there is a schedule change or flight cancellation, passengers are responsible for ensuring that their COVID-19 test meets the 72-hour requirement based on the new flight departure time.
Documentary proof (in English or Chinese) to show that the laboratory or healthcare institution is ISO 15189 accredited or is recognised or approved by the relevant authority of the government of the place in which the laboratory or healthcare institution is located.
This can be in the form of a copy of ‘Certificate of Accreditation’, ‘Certificate of Compliance’, or information printed out from an official government website.
Please note that documentary proof is required even if the test report from the laboratory or healthcare institution contains an ISO accreditation reference.

All diplomatic passport holders who have visited any of the countries listed in Group A or Group B during the 21 days prior to arriving in Hong Kong, are required to meet the following requirements.
Provide a medical certificate indicating a negative result of COVID-19 nucleic acid test issued by an ISO15189 accredited laboratory or a laboratory recognised by the government where the laboratory is located with the specimen collected within 48 hours prior to the scheduled flight departure to Hong Kong.
Must take a COVID-19 test upon arrival at Hong Kong International Airport
For accredited officers, personnel of diplomatic and consular missions (including six Officially Recognised Bodies (ORBs) in Hong Kong SAR and excluding honorary consuls and their staff) as well as their recognised family members, must undergo quarantine at an accommodation arranged by the Consulate General or ORB for 21 days upon arrival (except for Consul General of the Consulate Generals and Head of Office of the six ORBs).
Diplomatic passport holders who have not visited the 20 specified countries in the past 21 days, will be required to undergo 21-day medical surveillance.
