Customs regulations

Documents Required

  • Copy of passport

Specific Information

  • All non-diplomatic shipments are subject to Customs duties and taxes, which vary from 60% to 110% of the costs, insurance and freight value (CIF); this totals approximately USD 5/kg.
  • Copy of AWB and packing list with Uzbek Customs stamps must be shown as proof that shipment is being re-imported (returning citizens).
  • Insurance or other documents showing the true value of the goods should not be sent with the shipment in order to avoid the payment of heavy import duties.

Non Tariff Barriers

There are lists of ‘non-priority’ goods for which no authorization is granted (for some food products and drinks). There is another ‘negative list’ which includes certain high quality textiles, carpets, crystals, foodstuffs for dogs and cats and tourist cars.
Imports of medicines, firearms, precious metals, uranium and other radioactive products, foreign and “research data” movies and videos are submitted to a very strict import authorization. The import of publications, manuscripts, video, audio and photo instruments “likely to do harm to the State and the Social order”, as well as pornographic material are prohibited.
Export is also strictly regulated : in principle, cereals, bakery products, meat and live animals, milk powder, tea, sugar, etc. cannot be exported.

Import Procedures

The registration of an import contract for a value equal or less than 50 000 USD, is done within 5 working days after its submission at the Uzbek Ministry for Exterior Economic Relations. For a value greater than 50 000 USD, the registration is done within 10 working days after its declaration.
For an import contract that has been appraised and depending on the quantity and quality of the delivery as well as the price level, registration should be carried out within 2 working days from the time of submission of documents, except if prior authorization is required. After a final positive decision, the contract is registered in the official register according the type of registration certificate of the contract.

Restricted/Dutiable Items

  • Wine and spirits for personal consumption (1 L per person)
  • Precious jewelry (maximum 30 grams per person), stones and currency can be imported only as accompanied baggage and must be declared with Customs at the airport.

Presidential Resolution PP-3818 issued June 29, 2018, set new import tariffs in Uzbekistan.  The resolution includes tariffs for Import Duties and Import Excise Taxes.  Customs duties for imported goods range from zero to more than 100%, but the average rate is approximately 20%.  More information on taxes and duties for specific products can be obtained by following this link: here.  The cost of imports also include 20% Value Added Tax (VAT) and customs clearance fee, which is 0.2% of declared customs value.  Goods imported by investors for their own needs, for implementation of projects in Uzbekistan, goods imported for further export or under a temporary importation regime are indefinitely exempt from customs duties.  Some companies and investors may enjoy duty free importation preferences by a decision of the government.

  • Narcotics
  • Toxic and radioactive materials
  • Explosives, blasting agents and objects, stuffed them:
  • any gunpowder, in any package and in any amount;
  • any ammunition, cartridges (including small-caliber), ammunition to gas weapon,  hunting blasting caps (percussion caps), pyrotechnic means;
  • signal and illumination flares, signal cartridges, landing checkers, smoke ammunition (checkers), fireworks, sparklers, railway firecrackers;
  • impregnated safety matches for personal use, thermite matches,  waterproof matches, shot-firer’s matches;
  • any types of lighters with reservoir containing unabsorbed liquid fuel or liquefied gas and also fuel for lighters and lighter refills.
  • Explosives, blasting agents and incendiary substances and firing devices, which capable of being used to cause serious injury or to pose a threat to the safety of aircraft:

  • Firing, gas, air, cold and mechanical arms of all types

Pets

Documents Required

  • Certificate of vaccination
  • Veterinary health certificate

Specific Information

  • Permission is required from the State Veterinary Service for the import of live animals.
